Resolution Proposal Process: Any DA proposal with enough co-sponsors will be added to the agenda in the order it’s received.

Time Limits:  Rework Delegate Assembly agendas, including setting time limits, to ensure at least an hour for discussing and voting on proposals. Group non-controversial proposals together to save time. 

Debate Rules: Use a 1-for, 1-against system for debate and allow at least 4 members to speak before calling the question. Allow debate on important issues by preventing the misuse of tactics like early calling of the question or partiality of the chair.
